"Tutors online" is how many distinct tutors reported online at any point in that hour on an average day; tutor-hours in the hover. The online table is written once a night for the previous day, so it is always a day behind and cannot follow the date range — the last seven complete days are shown.

Ranked on share, not count — a tutor online two hundred hours collects more of everything — and only tutors with at least 24 online hours in the window appear, since below that a share says more about the sample than the tutor: the median tutor here is online one hour in the whole window. Every share is shown against the median of the tutors who clear that bar, because a percentage with nothing to compare it to is not a finding.
Read this as a lead, not a verdict. Each clause removes an innocent explanation: a tutor who was teaching was not available, one who was pushed was not skipped, and an hour with no loss in their subject had nothing to send them. The one it cannot remove is whether the tutor was accepting requests — instructor_online_window is a presence heartbeat and the replica carries no availability flag, so a tutor sitting with the app open but toggled off looks identical here to one being skipped. Measured against that: in a typical hour counted here the matcher issued about 1,035 pushes to about 125 other tutors, so these are mostly not quiet hours — but that is evidence, not proof.

The step columns are shares of the "opened, not submitted" group only: which parts of the form they did get through. Steps are not in order — a tutor can pick sub-topics before uploading a photo. Days under 5 days old (three quarters of submissions arrive within that) are hatched and left off the chart.

The “three quarters” column is what decides when a cohort may be judged. Note the gap between the first session and the fiftieth — the slow part is getting a tutor started, not ramping them once they are.
