Every share is shown against the median of the tutors who clear that bar, because a percentage with nothing to compare it to is not a finding.
Read this as a lead, not a verdict. Each clause removes an innocent explanation: a tutor who was teaching was not available, one who was pushed was not skipped, and an hour with no loss in their subject had nothing to send them. The one it cannot remove is whether the tutor was accepting requests — instructor_online_window is a presence heartbeat and the replica carries no availability flag, so a tutor sitting with the app open but toggled off looks identical here to one being skipped. Measured against that: in a typical hour counted here the matcher issued about 1,035 pushes to about 125 other tutors, so these are mostly not quiet hours — but that is evidence, not proof.
